48 bpp Image Support

PICTools Medical can decompress lossless JPEG encoded with 3, 8-bpp components. but does not support lossless JPEG with 3, 16-bpp components which is 48-bpp RGB. As a customer, I would like to be able to process 48-bpp images in PicTools

As a developer, I would like a warning when encoutering an incorrect bit count for wavelet coefficient+guard bit bitplanes instead of an error so that I can load my JPEG 2000 files
