Support InsertPages on Malformed TIFFs with StripByteCounts Set to 0
As a customer, I would like ImagXpress to support when malformed images with StripByteCounts set to 0 are passed to ImagXpress and InsertPages is called, the new page of the image is a black page with no information.

Also, if this is not implemented, I would at least like ImagXpress to throw an error if the image is malformed
