On a desktop using a mouse, when one hovers over an icon, a tool tip will display after a short delay. For instance holding a mouse over the rotate page icon, the cursor will display as a hand and then a tool tip will appear and say Rotate Page.
On a mobile device such as an IPAD the tool tip never displays under any circumstances.
